OC (Pepper) Spray Training is required training for personal defense sprays such as Oleoresin Capsicum (OC), which is recognized within the Private Security Industry as a tool that can aid security personnel when necessary regarding self-defense and controlling others by security personnel. This course is designed to instruct security personnel regarding safe and effective use of OC chemical defense sprays. The student will learn when defense sprays are appropriate, tactics of application, proper means of handling, and decontamination of those exposed including the obligation to assist persons affected by the deployment of OC using decontamination processes. The student instruction will include awareness training regarding the potential medical implications associated with the use of defense sprays.

This Level II – Non Commissioned Security Officer course is designed for the non-commissioned security officer. This is a guard who does not carry a firearm while on duty.
A person acts as a guard company for the purposes of this chapter if the person employs an individual described by Section 1702.323(d) or engages in the business of or undertakes to provide a private watchman, guard, or street patrol service on a contractual basis for another person to:
(1) prevent entry, larceny, vandalism, abuse, fire, or trespass on private property;
(2) prevent, observe, or detect unauthorized activity on private property;
(3) control, regulate, or direct the movement of the public, whether by vehicle or otherwise, only to the extent and for the time directly and specifically required to ensure the protection of property;
(4) protect an individual from bodily harm including through the use of a personal protection officer; or
(5) perform a function similar to a function listed in this section.

Sec. 1702.161. SECURITY OFFICER COMMISSION REQUIRED. (a) An individual may not accept employment as a security officer to carry a firearm in the course and scope of the individual’s duties unless the individual holds a security officer commission.
(b) An individual employed as a security officer may not knowingly carry a firearm during the course of performing duties as a security officer unless the department has issued a security officer commission to the individual.
(c) A person may not hire or employ an individual as a security officer to carry a firearm in the course and scope of the individual’s duties unless the individual holds a security officer commission.

Level III – Commissioned Security Officer (New Applicant). This course is for individuals who want to work as a commissioned security officer where carrying a firearm while on duty is included in the job duties.
Sec. 1702.162. EMPLOYER’S APPLICATION FOR SECURITY OFFICER COMMISSION. The employer of a security officer who applies for a security officer commission for the officer must submit an application to the department on a form provided by the department.
Sec. 1702.163. QUALIFICATIONS FOR SECURITY OFFICER COMMISSION. (a) An applicant employed by a company license holder is not eligible for a security officer commission unless the applicant submits as part of the application satisfactory evidence that the applicant has:
(1) completed the basic training course at a school or under an instructor approved by the department;
(2) met each qualification established by this chapter and administrative rule;
(3) achieved the score required by the department on the examination under Section 1702.1685; and
(4) demonstrated to the satisfaction of the firearm training instructor that the applicant has complied with other department standards for minimum marksmanship competency with a handgun.
NOTE: Not all individuals are eligible for a security officer commission. Eligibility can be determined by reviewing the regulations listed in Sec. 1702.163.
The basic training course established under this section must consist of a minimum of 30 hours. The general security officer training portion of the course must include instruction on:
(1) applicable rules and state laws;
(2) field note taking and report writing; and
(3) any other topics of security officer training curriculum the department considers necessary.
The handgun proficiency course must include at least 10 hours and not more than 15 hours of instruction on:
(1) the laws that relate to weapons and to the use of deadly force;
(2) handgun use, proficiency, and safety;
(3) nonviolent dispute resolution; and
(4) proper storage practices for handguns, with an emphasis on storage practices that eliminate the possibility of accidental injury to a child.
The range instruction on handgun proficiency must include an actual demonstration by the applicant of the applicant’s ability to safely and proficiently use a handgun. The applicant must demonstrate, at a minimum, the degree of proficiency that is required to effectively operate a 9-millimeter or .38-caliber handgun.
